Spoofed ip submission are deleted immediatly, and the submitted site will be banned. Featured links can be submitted to top level categories and will be reviewed first, even when being last in queue. So when there are a lot of links pending, a featured submission will be reviewed first
Regular links with recip. will be reviewed after all featured submissions, even when submitted being last in queue, when the recip. link is on a 'dead' page, ie. a page not linked to from you site, the site will be rejected
